About the role:

As the Manager, Government Pricing, you will lead development, implementation and management of processes, programs and policies to ensure that Takeda's government pricing and rebate submissions are compliant with all Federal and State regulations. Ensures timely and accurate filing of all government reports to avoid significant monetary penalties assessed by various government agencies for late or inaccurate reporting.

How you will contribute:

  • Key tasks for this position include financial/business analytical support to Price Forecasting, Finance, and Managed Markets, as well as collaborating with legal to ensure the accuracy and integrity of Takeda's government reporting obligations.

  • Support pricing matrices, modeling and reporting for federal health care programs with the highest efficiency and compliance while adhering to strict timelines, accuracy targets, laws and regulations.

  • Advises Senior Director of Contracts, Senior Director/Director of Government Pricing, and sales/marketing counterparts about the impact/risk of strategies and trends on government liability and compliance. Consults with Legal department on changes to policies and procedures as well as calculation methodologies.

  • This leadership position is also responsible for the training and mentoring of government analysts and also requires an in-depth understanding of Takeda's commercial discount/rebate agreements and contract strategies to allow for the proper treatment in each stated price reporting methodology.

  • Directly oversee the statutory calculations to ensure compliance with the requirements of Federal/State healthcare programs and regulations impacting USBU Finance, Contracts and Pricing. The regulations related to the following programs:

    • Medicaid Drug Rebate Program (MDRP) through Health and Human Services, Centers for Medicare and Medicaid Services

    •  Public Health Service (PHS) Program through Health and Human Services, Office of Pharmacy Affairs

    • State Supplemental Rebate Agreements through individual state Medicaid Programs

    • State Funded Pharmacy Assistance Programs (SPAPs)

    • Medicare Part B Program through Health and Human Services, Centers for Medicare and Medicaid Services.

  • Direct the development of required computer systems, software, internal policies and procedures necessary to managed Takeda's contracts with managed markets customers. Ensure any system changes required due to changes in statute are sufficiently tested prior to implementation in Production.

  • Provide strategic guidance on the contractual development of price protection, bundling, stocking discounts, etc., to mitigate impact on AMP/BP and resulting unit rebate amounts used in state claims. Assist with additional GP calculations when necessary,

  • Plays a leadership role in providing expert validation and review processes to ensure cross-team consistencies and coaches the team on how to process claims, analyze data under variance pricing matrices.

Minimum Requirements/Qualifications:

  • Bachelor's degree minimum requirement, Masters degree preferred

  • 6+ years of experience in the pharmaceutical industry, preference for Government Pricing, Managed Markets, Audit and/or Finance.

  • Anticipates and prepares for specific future opportunities or obstacles, calculating appropriate associated risks

  • Ability to think through how decisions will impact Takeda, customer and stakeholders prior to execution.

  • Comprehensive understanding of the pharmaceutical industry, government programs, rebates and calculations, finance & systems.

  • Thorough knowledge of MDRP based calculations (AMP, BP, ASP, PHS), the Federal Supply Schedule (FSS), Non-Federal Average Manufacture Price (NFAMP), and Federal Ceiling Price (FCP) calculations.

  • Specific knowledge and familiarity with the OBRA 1993, the Balanced Budget Act of 1999, the Medicare Modernization Act of 2005, the Veterans Health Care Act of 1992, the Deficit Reduction Act of 2007 (DRA), and the Patient Protection and Affordable Care Act (PPACA) and the Health Care and Education Reconciliation Act (HCERA), together called the Affordable Care Act. 

  • Extensive knowledge of government pricing applications, chargeback and rebating systems and commercial discounting strategies to ensure leadership is aware of overall impact to the MRP.

  • Possess an innate ability to interact with internal and external customers in a professional manner building a synergistic relationship that creates a win-win atmosphere. 

  • Strong data and analytic skills.

  • Experience in implementing and upgrading systems.

  • Ability to interpret and operationalize legislation and guidance from government entities

U.S. Base Salary Range:

$108,500.00 - $170,500.00

The estimated salary range reflects an anticipated range for this position. The actual base salary offered may depend on a variety of factors, including the qualifications of the individual applicant for the position, years of relevant experience, specific and unique skills, level of education attained, certifications or other professional licenses held, and the location in which the applicant lives and/or from which they will be performing the job.The actual base salary offered will be in accordance with state or local minimum wage requirements for the job location.

U.S. based employees may be eligible for short-term and/or long-termincentives. U.S.based employees may be eligible to participate in medical, dental, vision insurance, a 401(k) plan and company match, short-term and long-term disability coverage, basic life insurance, a tuition reimbursement program, paid volunteer time off, company holidays, and well-being benefits, among others. U.S.based employees are also eligible to receive, per calendar year, up to 80 hours of sick time, and new hires are eligible to accrue up to 120 hours of paid vacation.
